I'm stuck on Batman Arkham City, HELP!

Ok, going to be as brief without spoiling anything. I'm on a level where I'm infiltrating the steelmill going after Joker, I've come to a point where there's a fusebox in 'cooling tunnel D'. Now Batman says the batarang will overload the circuit but when I use the remote control batarang to hit the box, & hit it many times I have nothing happens? I'm literally stuck unless I go back which is a pain because of the water. So its either a glitch or I really am missing something?

Took me a while as well. I knew the Batarangs could overload the fuse box but didn't realise you had to charge them first. (unless you have the electric batarangs). However, I thought it was unclear you had to get the fuse box at first because nothing really seemed to be connected to it :/
