Well I signed up, got the email, but the forum won't let me access the BETA section, says I don't have permission.

What do I do? I can't access the step by step instructions on how to setup my PSP for the BETA..

Even if you're in the US you're still screwed. I heard the BETA testers had already been chosen and the patch was out.
