I've been able to get on psn the entire time. I don't know how you cant get on.

Latest estimates are 10:00 GMT, but I'm not confident they have a clue.

It appears quite random who can get on and who can't, I had logged in on he morning of the 17th but am still blocked others missed the 5 day login window and still can, Sony don't know why.
