So just to confirm just like the tanks, the gunner of a chopper never unlocks any perks , only the driver does? So all gunners have flares and stuff from the off!

Flares were unlocked by default for all aircraft in the last patch Cloudy, in the old days though you had to earn them. In hindsight, even DICE must have found that ridiculous so they fixed it.
