C4 + Extra Explosive Damage specialization recommended.
Put one (1) brick of C4 in all of the corners of the ground floor. Now, exit the building and blow it. If it's a common, 20x40 building, it'll only take four (4) bricks of C4 to topple it. Larger buildings have more load bearing walls and as such require extra bricks of C4, so using the Extra Explosive Ammunition specialization is a good idea.

Assuming you're doing this for the Demolition Man trophy...
The best tactic I found was...
Assault - C4 (pick a gun without a grenade launcher) - Explosives leg pouch (6 C4's) - Improved demolitions.
I whipped up this on paint to give an idea what to do. Its a bottom floor layout of the tall buildings on Whitefall. Best played on a Squad Deathmatch.
Plant C4 in positions marked 1. Then run upstairs to the shaded area, overlooking the stairs. Throw an ammo box in the corner and sit on it, then blow the C4. Once you have replenished all your C4, run down the stairs and plant them in positions marked 2.
Now you have a few choices. You can either watch the house from the outside, bearing in mind you have to be in close proximity to all the C4 to detonate them all at once. Or you could go into the roof, where you may have another couple of choices. If there is a hole in the roof, then fine. It makes a great escape. If not, you might want to make one, if you don't want to commit suicide. To make a hole, sit on an ammo box on the left side of the roof (where the 2's are) and throw a grenade in one of the corners of the other side. Do that until you make a hole, should take 2 or 3. Its important you do it in these sides so you don't risk blowing C4 and damaging the building too much. Not only will it make an escape for you, but it will also attract enemy snipers as a hideout to shoot from (this is also why I only blew one side of the building at a time).
Now all you have to do, is watch the ladder! (If you're in the roof). As soon as someone is halfway up, blow the C4 and jump out your escape hole. Blowing it when someone is on the second floor will more than likely be a C4 kill. When they are halfway up the ladder, they'll have no time to escape.
This is all for a building with no damage. Obviously use your judgement and make amends for damage the building had already taken. All of this should take the building down and hopefully kill anyone one inside with a demolition kill.

I have been using mortars with extra explosive damage personally, you won't always get it but sometimes you time it just right and get 3 or 4 as I did last night a few times, I went from 4 kills to 16 in a few hours, it's just a bit of luck and timing with a bit of patience and it will come. Also if other people around you are trying it that makes it more likely because one of you is going to cause the destruction with one of your mortars and it happens faster whereas you could be doing it on your own for ages and not enough times for the building to fall down before everyone moves on.

Grenade launcher works well if you take out the supporting walls, takes about 5 shots in total.
