The key word though is underlined. And by your logic all the guns would be equal.
Using my logic the UMP with its higher calibre round that has a lot more mass does more damage. You then balance that with recoil, accuracy, effective range rate of fire.
I would have the UMP.45 as high damage, high recoil, low effective range, medium rate of fire and say a PP2000 as lower damage, lower recoil, higher effective range, much higher rate of fire.

Depends how you're each defining powerful - obviously there is a technical reason why the UMP should have greater stopping power, and as Mr_Inconspicuous says, it should have limitations in other areas.
Similarly, as Tom_York says, if there were one gun which completely negated skill then there would be a problem - think along the lines of the UMP from MW2. As it is I've neither seen the stats for BF3's UMP nor used it myself so I don't know whether this is the case.

Yeah it is better than the one you get from the start for sure. I killed someone and took his UMP and it was beasty.
