Just had a look around the internet and according to a lot of sites Elite is tied to one account, even the maps.
So you would have to buy another one.
To be honest I would save yourself some money and not bother with the DLC. I bought Elite a while ago to save money on the DLC and it was a waste of time.
The problem I have is because hardly anybody has bought the first map pack I'm getting put into games with people thousands of miles away. I can't find any games below 100ms on matchmaking. The only way around it is to disable the DLC on the main MP menu.

Yes, the maps will work on both accounts if only one of you pays for Elite premium.
