I find the best way to find friends with whom to play online with, is to actually play online.

 

Throw on a headset, jump into any game lobby and try and strike up a conversation. Find players who play well as a team, communicate well and are friendly. Send them a friend request. You'll find lots of people are trying to do the same thing.
