Finding yuria the witch

What to do i have not got the ministers hat but have killed all of them on 1-3 i have opened the gate and can get to the tower where yuria the witch is but as im not wearing the hat the steps wont lower. I am 100% sure i didn't pick this hat up and i have gone back to see if i can find it but no luck.

Is the hat droped by a minister if so none droped it.

The hat is dropped by the minister at the main gate you open. If you failed to pick it up before exiting the level or reloading your game then you will have to wait until new game+.

If you are in range of SL37 you can have mine.  I'm in NG+ so can get another when I do 1-3.
