the only live video stream that i know of is the gamespot stream, but there may be others. in any case, gamescom is not run by SCEE, it is run by a third party who afford sony, nintendo and mircosoft the opportunity to show off their latest games and hardware. So any live streaming would need to permission of all organisers, game developers, platform developers, etc.
But if it can be done for E3 then as you say, why not gamescom, sounds like a good idea

i didant say its run by SCEE its the event for SCEE
