It's very strange. Try searching "FFXIII-2 Pack: Fight In Style" on the Store, that's what it called, so maybe it'll pop up and let you download. (Providing you can download stuff from the store, and it's just download list being broken)
You're not missing much anyway 
Noels costume is horrid and Serahs is okay, too pink, and Omega seems to need a maxxed party
mine worked fine yesturday about 6:30PM i tried mine and it went right through downloaded the pack no problem and like ArsenalMark said you aint missing much Noels Outfit is horrid (however after playing it this morning for a while its strating to grow on is) Serahs is too pink and Omega omg i lasted about 5 seconds and Noel and Serah are level 99 in 3 Roles and a still got killed like instantly
going to ring up 2moz and see what they can do
I have downfallen going to fight the boss now hehe
