How do I use potion on only one person?

Everytime I go for a potion I have to use it on all allies!

Exactly!

As for the question, there is no way. Use "cure" from a medic if you want to heal just the one character and let the other die.

EDIT: Reading the OPs reply... you may have a good point actually. I have noted my potion level fell quickly recently :/

It only uses 1 potion on all allies, just so you know.

Yeah, it only costs one potion and is quicker than faffing about in the menus, since I usually leave it until last minute before bothering with them :smileyhappy:

Don't worry, eventually those potions won't do diddly squat and you'll be using Cure all the time. I don't even carry them anymore, just have the specific first aid stuff and phoenix downs.

I suppose if you use a maxed Doctors Code then they might do more.
