trying to download games that cost money unable I get this error 80023163 but if I download free games or add on I have no problem can anyone help
Started today. Never seen the code before.
Have added funds to wallet using PSN network cars; and have rec'd confirmation email.
However, when I try to buy ANYTHING, I get this error code.
Quite annoying ... not much info on site.
Hoping it's sorted soon.
Getting this as well on the PS3, also an issue on the Vita but with a seperate code NP-9526-2. If the service was down you'd think they'd let people know or program the error messages to give the end user a little more info.
We are aware that some users are experiencing issues when attempting to make purchases on the store at the moment.
Currently we are working to get this fixed as a priority, so as soon as I have any updated for you on this I will let you know.

I am trying to purchase an add-on and a game from PSN but I have the same problem from yesterday. error 80023102. Sometimes pops up message server time out.
I am from Greece, is there any problem?
I have an error 80023102 since Friday 25/5/2012.
I can't purchase an add on for LA NOIR and Gran Turismo for PS Vita.
All the time problem with wallet.
Currently I can't add funds and try later and it's been 4 days!!!!!!
Is there any possibility this problem to be fixed soon?

I have also been getting the 80023102 error for a couple of months now, and I even tried adding funds to my wallet through the Sony Entertainment Network site, but then I'm just told that my (credit) card info is invalid
I've triple checked the card info and still I either get these messages;
(playstation store); "error 80023102"
(Sony Entertainment Network);"The credit card information is not valid. Please check your entries carefully."
same thing here when i try to buy games or add funds to my wallet i get that error and i too went to sony enterainment network and it said "the credit card information is not valid. please check your entries carefully".
I got the same error, and tried many times, but kept getting it. But I got charged on my bank account! I live in Denmark. No idea what to do. Some of the tries have since been removed, not sure by who, bank or SONY, but the original one is still there, and there still isn't any money in my PS Store wallet...
The error code 80023102 is a code that can occur for a number of reasons but is often linked with issues updating billing info or adding funds.
The troubleshooting is to ensure that the billing address on your card matches the address linked to your SEN account. You can also make no further attempts for 48 hours as to many attempts locks the system for that amount of time.
If after trying the above and you are still unable to add funds/update billing info then you will need to contact PlayStation Support for further assistance. They will be able to look at your account and find the reason for the error.
But the dang problem is that I have already been charged the amount, even though the funds are not in my Store wallet. My credit card was also just fine, and the settings were the same as they have always been, and I have had no trouble using the same card with the same settings just a week ago.
I e-mailed the support, but I have experience with them either taking extremely long to get back with a response, or never responding at all. Calling seems ridiculous, as I would probably spend more on the phonecall than I have lost being charged erroneously without the funds being added.
Kind of a dilemma. I don't want to lose even *more* money.
It is a pain but due to data protection processes you would normally have to call to confirm all your account details before they will discuss your account with you.
I think I'm caught in a similar issue: I'm attempting to purchase Journey off the PSN Australia system, but it is saying my account is unable to access this content to even read the game profile description before purchase. There is no error code with this message (can provide a photo if requested).
My account is not locked out and I'm not a Playstation Plus subscriber: is this a side effect of the early access they had for non-subscribers?
I just don't understand why a support hotline has to cost so much money. In essense my problem boils down to me having paid for a service I never received. It's like if I walked into a store, put the goods on the counter, paid for it, and then they took it back without giving it to me. It's petty theft.
They should have a separate support/hint hotline for things not dealing with purchases and then a free one for legitimate complaints or issues because having to pay more for clearing up this issue than the goods I wanted to pay for is just so maddening! :Mad:
I somehow managed to add money to my wallet through the Sony Entertainment Network.
what i did was to delete my billing information and reenter the info. this time though, when i wrote the address, i left out the apartment number (i live in an apartment building, so i only wrote the building number).
I managed to succesfully add funds to my wallet once, but afterwards I got the same error as before.
I have had the problem of not being able to purchase games or add ons now for several weeks. I can't add funds or buy any games. I am getting the same error code everyone else is getting. There hasn't been anything done to fix this and it's really frustrating.
Also I have this problem, I try to buy Battlefield 3 Premiun and I have the money in the wallet but the code error 80023163, what hapen?
