Maybe you could take it into the existential plane and argue that it wasn't the intention of the camera to cause an accident, but by mere virtue of the existential instancing of a camera, an accident occured...?

It is a similar matter of interpretation yes, and I guess we will have to agree to differ for that reason.
I'd say that if someone has to slow down suddenly (and only a sudden change of speed is likely to ever cause an accident) then the underlying root cause of that accident is that they were going too fast in the first place. Likewise for any car following if they then drive into the back of them. If they weren't driving too fast they they wouldn't have slowed down, and the speed camera would have made no difference.
I suspect we could agree that nothing could singularly cause anything else to happen just by being there, and that the issue here is the action of the driver on seeing the speed camera. And of course the sudden braking would be a reaction to seeing the camera - but only if the driver was going too fast in the first place.

Driving too fast isn't the cause though.
The cause is the change in predictable behaviour of the first driver caused by the presence of the camera, coupled with a second driver being either too close and/or not paying attention. Had the camera not been there, the driver would have continued with their oblivious tailgater without incident. Admittedly it is not the sole cause in and of itself, but it is the ignition to other circumstances and can't be categorically ruled out as a cause.
And some people panic and brake when they see a camera, even if they are doing the speed limit. Or maybe they can't remember what the limit is. And some people brake even when the camera is pointing the other way because, well, just to exemplify the high calibre of driver we have on our roads I suspect.
