I'd say that it's close to impossible to completely separate policy from the individuals trying to be elected on the back of it, although I expect a scientist will be along shortly to try and prove otherwise.
But I don't think that matters as both need to be considered. Clearly there are many personal qualities that are important in political leadership, with personality and charisma becoming increasingly important as you ascend the political hierarchy, and vital on the world stage.

I dont think its important at all except on a local level to make people think youre a "good person", once you have reached the world stage no one really cares.
You can war monger, strike up arguments with other countries, be a bit of a pig and your nation as a whole wont suffer and other world leaders wont care.
Like the French president, he makes racist remarks all the time, no one has gotten up from a table and walked away from him, italian prime minisiter is a pig etc etc. Bush was a total idiot.
Obama, a guy with all the charisma in the world, hasnt elevated the opinion of america around the world, infact hes done nothing for america that bush or someone the world stage hates couldnt do.
Of course its important at a local level or you will never get to the top, local people wont vote for someone they think is total idiot, but local people are idiots.

OK, I meant important if you want people to have some respect for you rather than talk about you as they do with Sarkozy, Berlusconi and Bush.
It probably doesn't constrain their actions much in practice.

Fortunately it makes no difference who you vote for in local elections. Absolutely nothing will ever change. That means you don't need to waste much time deciding.

It's hard to constrain their actions when their home media is bought off, French, Italian, and US media would rarely critique them too much. Britian is getting the same, the murdochs have a lot of the BBC staff writing colums for them in papers/magazines and most of them wouldnt want to put that money in danger etc.
You basically just have to tell people that someone is nice and trendy, and they will think its true.
The same happens in Ireland, UK, our media has gotten very manipulative with information. For example one guy in Ireland had 100 million of debt written off, then purchased a company for 45 million, 2 weeks before the government announced that company would be installing new water meters.
You can find out about these things, they happen in UK and Ireland but the media never goes for the kill because these rich people own them.
I just think its all fabricated, their opinions, their charisma, their ideals and in the end the rich people behind them never change or if they do, the motives of the rich never change.
