I always text with a bear behind.

I see people texting and driving all the time. It really annoys me.

I had one following me yesterday, looking into her lap more than she was looking at the road. I kept braking to make sure she was paying attention, but she kept doing it. Took the license plate down, but don't know what to do with it.

I usually stop where I am, usually out the way to not obstruct a walkway and then I text, but no-one really texts me anyway, so its very rare.

Driving whilst insane is a lot more dangerous than driving and texting.

Wait until there is a serious crime commited in the area (multiple murder, something like that) and then let the police know that you saw that vehicle in the area just before it happened, with the driver looking shifty and nervous. Her denial that she was there at the time will just add to the suspicion, and probably lead to some pretty unpleasant police interrogation methods.
