It's actually a propganda term that the Americans started using, they didnt want to have a department of war as their own people and others wouldnt like it, and are quite good at using propoganda ideas. Who could argue with a country wanting to defend itself?
Most countries now call their departments of war their departments of defence, its a lie.
The concept was originally thought up by hitler who used it to start building up the german army.
The military also use a lot of concepts and propganda thought up by green peace. The most famous of which is green peace tactic of not needing proof that global warming was happening to act on it, proof could be gotten later. Weapons of mass destruction being a famous copy of that propoganda.
