That would be a peaceful overthrow of the government. The army has to do what the people ask as long as its legal.
To refuse would basically call for an election, or the court marshal of the army (lets assume the army wont court marshall itself and the police wont take action etc). A new election would be called for by the army in the hope that the new government would not issue the order.
So if the government was voted back in, you would be in the scenario where the people wanted to go to war but the army didnt.
This would probably result in a civil war, as the army would probably just take power.
If this happened in every country, we would probably just get impartial 3rd parties to settle disputes, or play games or something lol.
