For action/adventure, it has to be Naughty Dog cos' they've really delivered with Uncharted and they combine good characterization, story and cinematics together to really define an epic game.
For openworld games; Rockstar North are a league above everyone else, They made PS2 really iconic with Grand Theft Auto and they pushed the boundaries in terms of what you can actually fit on a disc; but I was surprised with San Andreas; the scope on that game was huge compared to previous installments on PS2 and it will remain one of the best games I've ever encountered.
For Interactive Drama; it has to be Quantic Dream with Heavy Rain, I was hooked all the way through and some parts to the story were really moving. The simplistic of controls also made this very easy to tackle.
For relaxation; That game company responsible for Flow, Flower and Journey. The simplistic controls, a relaxing soundtrack and colour within the game make it rather impressive; but they are great to play after an argument or after a hard days work; that's why it wins it for me in this category.
But to answer your question "Who is the best gaming developer?"
Well since Rockstar North are part of a International group called Rockstar Games and then, them being owned by Take Two Interactive who intern are responsible for the majority of open world gaming like Mafia II, L.A. Noire, GTA, Red Dead Series and Midnight Club: I'm inclined to say

It's obviously Sega or Capcom or Nintendo.
So what, rockstar made a sandbox, then rehashed it in other games over and over and over, so what if another dev made one good fps and is living off it since, so what if people have a franchise.
Sega, nintendo, and capcom have made games in most genres that have been a succsess, they have developed arcade games and hardware..

I'd like to say they were one of my favourites. If you like sci fi and text adventures I'd check out Sentient. It's done as a first person adventure game. The mood of the game is spot on even if the graphics are funny.

Psygnosis were amazing back in the day, especially on PS1 with titles like Destruction Derby, G Police, Wipeout, Rollcage and Lemmings.
Crystal Dynamics were also good as well with games like, Tomb Raider, Pandemonium, Gex and Soul Reaver.
