This problem is caused by having .NET 4.5 (which replaces .NET 4.0) installed under Windows 7. Uninstall .NET 4.5 runtime and re-install .NET 4 runtime, as a temporary workaround.

Note once you do that, VS2012 is unlikely to work (untested).

Then ask Microsoft why this fucntionality has changed .

Yeah, I didn't notice it replaces the 4.0 version. Thanks for sharing. I just get rid of it.

You can solve the problem without uninstalling Framework 4.5 or Visual Studio 2012

1. Close PlayStation Sutie Studio

2. Run (Administrator) command line "cmd" and use this command: setx MSBUILDENABLEALLPROPERTYFUNCTIONS 1

3. Open PlayStation Suite Studio again.
