I wouldn't read anything in to it, as it's a tiny section from the full article where Dan describes the framework for creating new GTAs, not specifically that one is actually in the making.
It's safe to say that one probably is, but with LA Noire, Max Payne 3 & Agent all still in development, I think it'll be long time before we get to see the next GTA iteration.
