I doubt it and even if they did they could always call it something else.
Problem with setting it in the UK is obviously the lack of guns both for the public and the police, also the UK lacks the hight of a city like New York. As for setting it in a European country it would have to be an English speaking country.

I kinda wish that perhaps in the next game they have a couple of missions that take you somewhere different.
Now I understand that with GTA the city is very important to the game, but I thought it was neat in San Andreas when you got to fly back to Liberty City for that one mission, a lil sightseein trip to London would be sweet in GTA:V
