yea, it's available for those who have codes for it that they received either by pre-ordering Heavy Rain or buying the Collectors Edition...
it's not yet available for other people to actually purchase.

As far as length goes it was pretty typical of most of the chapters in the game... which was what it was, a downloadable chapter. What they are trying to do is encourage you to replay the chapter to get as many different outcomes and combinations of events that you can, by giving you the unlockable newspaper headlines.
I must admit I've only played it twice myself, but I know of one person who got a lot of replay and fun from the chapter.
As for Move integration.. I'm not fussed.. I certainly won't be paying to play Heavy Rain using it, even if I do shell out on the controllers for the likes of the boxing games. The whole point of Move is to drag you in closer to the action. In this instance I think for me it would have the opposite effect. Dancing around like a lunatic trying to battle Laurens attacker would distract me from the engrossing, cinematic nature of the game.
