Destroyer tweaker help please

Hi guys I have just come back to the game after a break. I see that other people are using a destroyer tweaker. My question is how do I get this tweaker as its not on my list of object tweakers. Please help me it's driving me crazy trying to find it. Don't care ifs its something I have to pay for, I will pay. Cheers
