You want to make a good level ?

First step is a good tittle ,like Batman rises
Second step is a good and short description ,like You as Batman save Gotham from the nefarious villains .
Third step is a good photo ,like Batman's sing
Fourth and last is about the level .
-Always use a backgroung .
-Always use materials over the floor .
-Never use Story Characters .
-Always use porew-ups .
-If you DLC ,use most of the objects .
-Make the thermometer on the half .
-Always make a boss at the end .
-THE LEVEL MUST LAST 10 OR + MINUTES !!!

I agree with the first three steps, though your examples aren't the sort I would be looking for. After that, step four seems to be a list of things you want.
You do not have to use a background. Sometimes the foreground is interesting enough.
You do not need to put materials over the floor. I have seen plenty of levels, including story levels, that use the natural floor to good effect.
You can use story characters. Some of the better levels out there use story characters. I used the Scientist to decent effect.
Power-ups, whilst often adding to a level, can sometimes detract from it. Do not feel obliged to use power-ups for the sake of it. If they fit, and you've got a good idea for them, then great, go ahead. If not, don't bother.
DLC objects can be useful, but only if they fit your level theme.
Ignore the thermometer unless it gets full. The thermo doesn't tell you anything about how good your level is.
Bosses are not necessary. If it works, then great, if not, then don't give yourself extra work by making a useless boss.
The level can be as long as you want. If it's too long it may get boring, though, so remember to make it as long as you feel it should be. If you can't think of anything else to put in the level, then maybe it's time to bring it to a close.
My one tip to always keep in mind, though: Have fun, and be creative!

Why MUST a level be 10 minutes log? 10 minutes is too long for me. If I HAD to say a length I'd reckon about 5-8 seems about right for a platformer, but it depends on how good the gameplay is. 8 minutes of the same sort of platforming over and over is much better than 4 or 5 minutes of brilliant, polished, gameplay. The same with the thermometer - it's not about quantity, it's about quality. And for movies and non-platforming levels, timings are completely irrelevant. It all depends on the level.
To be honest, there have been very few boss battles in LBP that I've enjoyed. If you can make a good one then yeah, it's a nice 'cherry on top' of a brilliant level but a stage doesn't NEED a boss to be good. I think too many people think they NEED a boss battle in their level and often it ruins it. Bosses are very difficult to do right and I'm not knocking the creators but relatively few people are good at making them.
One little tip that springs to mind for me would be that if at all possible, avoid timing magic mouths using sequencers. I was playing a level quite recently where the speech bubbles went by far too fast or way to slowly and there was no way to skip them. If you can, always let the player O through speech bubbles.

i agree with chimpanzee and elmatto all the way. most of my levels dont even get close to 10 minutes and i personally dont find them bad. usually i dont like it when theres a boss at the end because most of the time theyre pretty annoying to defeat. also with the termometer, you dont really have to worry about it unless your level gets heated up (thats when you fall into problems). and me personally i dont like to use the natural floor but as el matto said there are levels that have used it to its best.
