The game is now going to be released some time this summer, a far cry from the cancellation rumours that where swirling around last week.
Japan are getting the game on the 28th June, and the game will boast new features including peaking round corners with the front touch screen, switching weapons with the rear pad as well as errr... throat slitting...
You can also use Transfarring with the PS3 version and your save can be shared over a Cloud, but it hasn't been stated whether this is using the PSN+ feature (it doesn't seem to be the case though).
Personally I haven't decided whether I'll pick this up though I have no doubt that SNS will since this collection will likely include new trophy lists. XD

As for me buying it haha no! Not for that reason. 
I probably will buy it... After all I just bought MGS3 on the 3DS haha!
I don't think it'll be until Christmas though if I do get it.

Yeah Japan didn't have Peace Walker in their HD Collection, it was released on it's own.
As for us, I'm not exactly sure if we'll have Peace Walker either for the Vita.
