I still get the 'You must be signed in...' message even though one of the things they supposedly fixed was being able to play offline

I play this at work with no wifi,and dont have any problems whats so ever.Have you tried putting your vita in airplane mode?

That helped me to work out the solution. To play the game offline you need to switch the Wi-Fi OFF.

If it's on it will come up with the connected message. If it's off you can play it offline.

They need to sort that out in their next patch
