Well I have received the email with the code for the ps home items as well as the vita avatar.

How soon after do they send the email with the discount code?

The discount codes aren't working for anyone and Sony are aware of the issue. They are working to try to resolve it. I suspect they put sending more codes out on hold until they get it working properly.
