Actually the ps3 only has to be left on standby and not actually switched on. When you have finished remote play it will switch back off into standby.
You won't be able to do this over 3G but if you are anywhere with a wifi spot you should be able to connect just like the psp.
I hope this help because people are giving you false info.
you have to switch the ps3 off via remote while still in the app, ie go all the way to the left of the xmb and choose power off, before exiting the remote play app itself, otherwise the ps3 will remain turned on...

Some of the lag on the PSP though may have been its limited CPU power so it may improve on Vita.
I certainly hope so as even operating Singstar on my PSP directly connected to the PS3 WiFi, was stuttering. You would think when connected directly to the PS3 WiFi, directly in front of the PS3, you could use the top settings without any problems, never mind the lower settings it was on.
I do agree that its unlikely to be added to older games though, I think it will just be used on a select few new releases. Hopefully the release of the Wii U will encourage more developers to use it, perhaps even simultaniously to the main screen as originally promised. If Sony have any sense they will add OpenGL support to remote play so that you can render stuff natively using the Vita rather than relying on the PS3 rendering and encoding to a video stream, that could allow them to do much more complicated things than the PSP ever could.

You can turn on the PS3 with your Vita from anywhere as long as you have a Wifi connection. There is a setting on the PS3 that has to be enabled for it to work. I know this because I have a Vita.
