I think it is restricted to a certain level. I think it's level 10 on Sony's restriction scale on the Vita and PS3. That's what I recall when I installed it. I could be mistaken though.
Does Skype for the Vita have an age rating? It doesn't seem to appear on my sons sub account

I had this problem - good news is you can get this working on a sub account with a little bit of trickery.
Firstly, the Skype app does not honour the PSN parental control or chat restriction settings. This is because Skype is covered under it's own TOS.
The 'trickery' involves reconfiguring the vita to link with your master PSN account, download Skype and then relogging in again with the sub account.
Sony seem to have gone out of their way to make using a different PSN account on the same memory card difficult, but there is a good video here on how to do this:
My only other suggestion would be to sync trophies with PSN first (before the steps in the video). Just click on the <trophies> icon, the elipses <...> for options and select <sync with server>. This means they will come back down the next time you activate/link that PSN account.
