Of course they can update the store on different days.They also update the stores on Friday's when new full retail games come out. For example FIFA 12 came out on the Friday Sony did not add it to the PSN store until the Friday as well. I think they will do the same for the vita since the Games are not officially out until Wednesday.

Edit: The 22nd is a Wednesday so if I where a betting man PSN titles will be up on the 22nd.

Aye, I would agree with you. It the normal time for the store update is around 2-3PM this means that anyone wanting to grab a title off the store would have to wait until then to buy. This will lose Sony money as users will buy in the shops instead of off the store. (Excludes digital only of course.)
