I can play Wipeout 2048 online on my ps vita and i can play the online feature on unit 13 but i can't play online with resistance burning skies, and if i click on multiplayer gameplay it says that i need NAT - type 2,
then i do a internet connection test and i got NAT - type 3..
i just dont understand it, can anyone help me?

There are number of forums and topics on the net about this wii a number of recommendations but none of them which I've tried have worked. This include changes to the router and Vita network settings.
Personally, I think both Sony and the game makers need to get a grip of the issue and come out with a solution?
PS. Without out going into too much details the suggested solution involves:
1) Assigning a static IP to your vita
2) Port forwarding certain ports (I resulted to enable all ports) to the Vita

I'm not sure why you're holding Sony and the developers responsible. This happens on Xbox Live as well. There's nothing that the developers, publishers and hardware manufacturers can do and if they could have it would have been done a long time ago as this is an on going issue. The problems is there are way too many variables when it comes to internet connections not to say the least being multiple ISP's and multiple router brand and models in use each behaving differently. No matter what the hardware manufacturers and developers do there will always be some people with these issues.

I forwarded ports and it did nothing
I then called O2 to get PPPOE user name and password. He said that they don`t use PPPOE and mentioned something about "bridging". Anyway he told me to hard reset my routes (pin in hole). I said I did not really want to do that as I had settings on it (static ip for PS3 etc).
So instead he tried a remote update of the router. He said it had been used for similar problems with MW3 on PS3. Anyway he tried it and it worked. Now on NAT2.
Might just be an O2 wireless 2 solution, but it works.

All,
Good news I've spoken to the O2 tech team and they say it's know problem and they are working on a firmware update and other router manufactures have seen a similiar issue. In the meantime they are sending a patch to my router which should fix the problem.
If it works my advice is to speak to your service providers ASAP.

I called them today and they said they could not do anything... :/ *****! OMG o2 is terrible -.-
