I had same problem today. It's all fixed now, by same method (although through different website, sorry) . Anyway, my comment is, it's simple really, innit?, so why wouldn't Sony put it in IN-BOX instructions, in BIG letters?? I understand how EVERYONE with a Vita/console must use online, but surely, for something that simple, (hold the button to reset), a PAPER instruction leaftlet is much simpler/easier to search than something the size of Google. including signing into laptop etc. I was unnecessarily distressed by this today.

I also have a blank screen which is frozen. I held down the on/off button for 20 seconds then asked the system to restart and pressed x button. The logo comes on followed by Sony and then it goes blank again. Total black screen with the play station button blue. Please help me.
Try entering safe mode on the Vita by holding power till the console Power cycles and boots again, and then try to reapply the system software update using a PC.
