I have spoken with the network team this morning and they have advised that if you have been unable to download/install GTA V today then you will have to contact PlayStation Support for further assistance.
If the fix that was applied yesterday has not worked there may be another issue which will need to be investigated for each different PSN account so contact PS Support so we can do this.

Just started my 4th download got to 7% and its back to 0%!
Is there a specific way to download which people are finding works?
This was how i was succesful:
1. I deleted the corupt files and GTA 5 game
2 Did a restore file system - see here:
3. Went to PS store and went to the GTA 5 page in the menu on left - selected game - selected download.
AT THIS POINT JUST LEAVE IT DOWNLOADING! DONT TOUCH ANYTHING - After a while the percentage bar will disapead and it will auto return to the PS store GTA 5 game page. DONT TOUCH ANYTHING IT IS STILL DOWNLOADING - leave it alone you should eventually get a sign saying 'GAME INSTALLED'
dont ask me how or why but this is excactly how it worked for me.
some says that they just have re-installed the same file again and again and repeat the fail again and again until it works , personally i downloaded it twice once in background and this time not ... NOW I'M ON 71% INSTALL
Mine did that (automatically selected background download mid whilst I was in the store). I turned off the console as I couldn't be bothered to stay up, just selected the box which says turn off console automatically after download/install completed.
Went to bed. Got up. All installed and working fine.
Why do we need to contact the support by phone when you can just take the accounts straight of this thread and check them yourselves Sony?
This is horrendous, many of us have been on those phone lines for hours to no avail. This is incredibly poor and unfair. You shouldn't have sold the product knowing it was somehow corrupted/not working. As a customer experience the launch of one of the biggest games ever has been tarnished by this shoddy treatment.
Too little tooo late - you guys failed to deliver the promised content at release, so how about refunds???? How about get someone to answer to this rather than passing the buck to the network support guys...
but nowh 2 x helpdesk i have littel fate ( i get refunds ) them do research .
i alrady buy disk game ( i have 100 gb month ) 2 x dowload = 36 gb + stil ful month to go whith rest
no problems whith ni no kuni ( ni no kuni dowload take even longer to dowload )- also no problems whith diablo3
