I am wondering if its possible to have two master accounts on one PS3. I have a friend who comes out to my house quiet regularly to play ps. He has his own PS3 at home with a master account on it. But we are wondering if we can also put his master account on my ps so when he is out he can sign into his own psn id to play games like GTA.

Well technically you could but there is a slight chance that Sony could suspect you of game sharing so......you shouldn't but it is possible ;)

I can't find anything in the ToS that indicate having friends accounts on the PS3 is not allowed.
When it comes to downloaded content things are different though, only allowed on max 5 PS3s within the same household. It's very specific on that, and doesn't leave any room for even installing temporarily on a friends PS3 to play a few games and then erase (which has been posted by moderators to be "fine" on the forum, imho if it's fine, why isn't it in the ToS?).

Might just give up on the idea as mate does be out every week. And the thought of setting it up and deleting it every week is not something I want to do.
