I was unaware untill now the PSN is having problems, I was trying to buy the MW2 map pack (like everbody else) yet I seem to have been billed £11.99 (even though the game is £10.99) and not received the download. My bank also confirmed that this payment matches the time I was attempting to purchase the map pack.
What happens now? Is there anybody I can talk to about this, and Why have I been billed £11.99 and not 10.99? I saw something about a £1 test fee or something like that...

I can't help you as far as the map pack, but if i was to hazard a guess the £1 would have been to test your card and if the details of it are correct, usually this gets repaid back to your account, so keep an eye out for it.
I'm sure you're aware of this issue happening to a lot of people. People have been trying to get this map pack in the masses, and Sony's servers i presume could not handle it, they say that only 30% of the transactions are going through....what this means for you and your Missing Transaction? I really don't know, but one would hope that when the servers settle and the data catches up it might sot itself out, which is probably not what you want to hear as you obviously want the map pack now.
If it doesn't update, you'd probably have to contact Sony or your Card supplier to request a refund, but you'll have to wait and see...

Also, it may be worth checking if the transaction has actually worked on your PS3.
On your XMB, goto PlayStation Network > Account Management > Transaction Management > Download List
Check to see if it has activated on your account, some people are finding 7 version of it in there, and if that is the case with you download the one with the same BLES code as your Game Disc.
Might work, some people have said it does.

Oh i was under the impression you have been billed for it already? Or was this an e-mail from Sony to confirm the transaction?
If so, check to see if it is in your Download list, hopefully it's there, some are saying that it is there with similar problems you are having.
