This is just getting terrible now! Everywhere says something different. Even the ***** strategy guide is wrong. To get Akuma all you need is TWO perfects (just get them in the first 2 games) and forget continues, you can not lose a single round either. That's how I got Akuma.

you're doin everything right get two perfects, two ultimate finishes and use no continues, only thing you're probably not doing is make sure you've unlocked all other characters apart from seth and gouken, use ryu and make sure that you get no more than only two perfects and two ultra finishes, game settings don't matter any difficulty or amount of rounds,

That's how I did it too. All you have to do is make sure you've already completed the game with the character you're using and get 2 perfects without losing.

To unlock Akuma as a playable character:

1. Unlock Cammy, Fei Long, Dan, Sakura, Rose, and Gen.

2. Pick a character you have already used to beat Arcade Mode.

3. Win all your matches without continuing and without losing any rounds before fighting with Seth.

4. You need to get at least one "perfect" win in a round, and more than one depending on how many rounds per match you are playing.  
 
- 1 round match: 1 perfect round or more
- 3 round match: 2 perfect rounds or more
- 5 round match: 3 perfect rounds or more
- 7 round match: 4 perfect rounds or more

(including the last battle against Seth)

5. If you meet these conditions, Akuma will appear. Defeat him to unlock Akuma as a selectable character.

Be aware that you must use a character you've already finished the arcade mode once with. Set it to easiest and only one round then basically all you need to do is get one perfect but you CANNOT use a single continue. No ultras are needed.
