Let me try and explain what's happening.

They switched on the Servers and everyone comes online, its to much for the servers to handle, so they have probably put a cap on limiting the amount of people who can log in and stay on.

For example:

Imagine the PSN like an airport, 1000 people coming through the terminal at once would cause chaos, so they stop everyone and let through a specific amount of people at a time, in the end everyone can come and go, the chaos has been delt with and they can resume normal traffic.

People are just getting online because they know they can now, there is no real reason for allot of people to be online, they just want to see! But lets not forget the millions wanting to go on COD, Killzone, Battlefield, Poker, Fifa etc need I go on?

Just give it time, am sure Sony will release the cap on the servers in the early morning when most people are in bed.

Some more amusing comments to take a bit of a laugh at.

It's phase one of restoration. That to me suggests that more maintenance is to come and it also suggests that there is going to be a heavy influx of gamers wanting to go back online. It inadvertently has written across it, 'Expect more maintenance'.

Sheesh.
