Can someone help me out and explain how this works? Does it save it all locally as normal on your hard drive, and (if enabled for the game) upload it to the cloud at the specified time? Or does it work Live from the cloud?

You get GTA SA with it of course, well you would but this offer is only for you and no one else.

Auto upload will check a few times a week to see if you have a newer version on your console (locally) than online.

If the save is newer on your console it will auto upload if you have enabled this option.

So it saves locally first then auto updates later.

Thanks Crusty, thats just how I expected it would work :-) I'll still keep an offline backup too. Had a PS3 40Gb (fat) YLOD on me today and almost lost all save data as I had neglected to backup for 6 months (I used to regularly but became lazy!)
