There is private text chat which is available for use in every game. As for private voice chat, it has been left to game developers to instigate.

Speaking of living with 'mom', how's that going for you?

OP, you have a private chat from the XMB but when you are in game you only have the open rooms, or text chat from XMB (can be used in and out of any game)
