The fact is none of us know the answer to that, it may be one or many reasons and may have absolutely nothing to do with the hardware.

Cross game chat isn't a task that requires much processing power, neither is playing custom music inside a game.

Sony hasn't implemented those functions yet because they probably think they are non-essential. But you can be sure of this: Those functions can (and probably will) be added by a firmware update. It's got nothing to do with the hardware.
