Worms 2: Armageddon - Custom game mode issue

I created a custom game mode on Worms 2: Armageddon and set all crate drops to "infrequent" but crates still seem to be dropping almost every turn.

 

Anyone know why?

No idea. I just went to "Help & Options > Customise" menu and created a new game type.
