Creating accounts for PSN regions you don't reside in is against the T&Cs of PSN, and being caught may result in your account and PS3 being permanently banned from PSN. So you won't get any help to do so here.
The only advice you will get is to purchase a copy of the game locally for your own region, and purchase the DLC from the Asian PS Store. And selling the EU game on eBay, Amazon Marketplace, etc.

My brother married an american girl and became an american citizen 5 years ago and lives and works there. When he comes over to visit he uses my ps3. Surely it isn't against the t&c if he uses his home US address and purchases from his US PSN while here?
Anything that he does buy and use on your PS3 if not deleted when he leaves is classed as game sharing, which is another big no no that will get both consoles banned if caught.

See it like this. Person A buys a game for £10 off the store and installs it onto his console. He then goes to person B's house, signs into his account and downloads it, person B can then use this game without paying for it. So the developer/Sony lose money.

Trade the game in and use the money to buy a version for your area.
