Yes, I'm facing the same problem of not being able to download the Elite app to my PS3. I tried that the moment I inserted MW3 disk and noticed "ELITE (NEW)" glowing on the menu at the left side!

OK guyz I think I have some interesting news.
I contacted Activision support and they informed me for the absence of the ELiTE(and Premium) service in some countries.
They said that the Premium service contains some competitions that are prohibited from some countries' laws for gambling so they couldn't make the service available.
They also said that they are working for a solution in the coming weeks.
I am waiting for a public address from the company though.

Well, they can simply block the users in those countries from participating in the competitions instead of blocking the whole service, can't they?! Elite Premium is not only about competitions, but also many other things like the downloadable contents and extra maps, and that's actually what I purchased the hardened edition for!
I wonder how long it will take them to provide the solution. You are saying they are working for a solution in the coming weekS, does that mean we will miss the monthly downloadable contents when we get the service, after weekS? I hope not, otherwise we will go for ROUND 2 with Activision and PSN I guess!
And I'm still waiting for a reply from Activision for the 6th day in a row!

well this is simply annoying...ok i understand that each country has it's own laws (pretty stupid ones in this occasion) and the only thing activision and sony can and have done is to block the hardened edition/elite membership from getting sold in these areas. however we have democracy and an open market and a lot of us purchased all these abroad...now we want what we paid for...what difference does it make if i as a greek have a uk account? doesn't the law apply for me in this occasion?...if we don't get what we deserve soon then who knows...

Hahaha Fantastic; I'm not even from the UAE but I have to be subjected to this s**t just becasue Sony won't allow us to change our PS store location.
Also ACTIVISION THEN COULD PROVIDE US WITH ALL THE OTHER SERVICES IN THE MEAN TIME LIKE THE PS3 APP, THE CAMOS, DLC ETC & just block the gambling junk for the mean time. PEOPLE WHO ARE BORN IN THE UAE ARE NOT BEING FORCED TO PARTICIPATE IN THESE "COMPETITIONS/GAMBLING" I MIGHT ADD - I HAVE NO CLUE WHAT GAMBLING THEY ARE TALKING ABOUT ANYWAY BECASUE EVERY SHOP IN THE UAE HOSTS 'COMPETITIONS' WHERE ONE CAN WIN PRIZES ETC !!??

[06:37:38 AM] Frank Soos: This is something is handled by regional development and licensing, so I'm not sure exactly why it is unavailable to some people and available to others.
[06:39:50 AM] Frank Soos: You know what? It might be related to the prizes and money involved, because ELITE includes competitions and there are certain gambling laws that come into effect.
06:45:02 AM] Frank Soos: I believe they are working on making certain aspects available to certain parties/groups so that they comply with international laws.
