Error Code 80023102

Hey guys, while in my past, i have downloaded 164 things but the present has become a DISASTER! When i try to buy something, it comes up a page saying " Error code (80023102)". therefore, i can not download nor add funds from my wallet to my ps3. if there is a solution to this situation, please reply. im going to try leaving it off for 24?48 hrs. Can you connect to online games and use the PS3 Internet browser fine?
