Getting Error 80029564 when downloading anything over 4GB

I have Verizon Fios and trying to download the games that's free on PSN.  I'm unable to download Just Cause 2, All 4 One, Warhammer, and Little Big Planet 2.  Each time it stops at 14% and gives me error 80018564.  I've resetted to default settings, Restored File Systems, Rebuild database, opened all the ports as per the forums, and rebooted my router multiple times.  I even went as far as getting a new hard drive because I figure with all the new games that's coming out on PSN I need a bigger drive but still getting the corrupted file.  Any advice would be much appreciate.
