I recently got Mass Effect 3. The issue is that the promotional code for multiplayer isn't working.

It says the code has already been used or is invalid. I got it from a trusted retailer, so I don't think the code had been used.

I've concluded that it could have something to do with the Area Code. I read somewhere that you can only activate promotional codes from games which are compatiable with your area.

I'm wondering which area code would work for me. I created the account in the UAE, my "Portable ID" has this country's flag, and I'm being transferred to the European server. According to this map: http://en.wikipedia.org/wiki/FileAL-NTSC-SECAM.svg, I'm in the PAL region. So will an Area Code similar to one that would work in the UK, work for me as well?

However, I've set the address to the account to "Toronto, Ontario, Canada", so will I have to get a US copy instead?

My current copy has an area code of "2", and that isn't working.

If you purchased the game preowned then chances are it has already been used. Retailers do not restock the codes as they only receive one per disk.

The PSN ID you use dictates its region based on the country you registered it as being from. If you chose United Kingdom, only games from the UK would be able to be redeemed.
Creating and using accounts from regions you don't live in is a breach of the terms of use, as is providing a false address, so you should really create an account using your real details. If you live in the US, use US details. UAE, use UAE details. Otherwise you can be banned without any questioning as you have not followed the rules.

I'm quite sure the game wasn't preowned.

I thought I'd be going back to Canada at the time I created the account, so as to be accurate in the future, I set the address to Canada. I also thought it was just a personal thing that I'd be able to edit it in the future. Is there no way to change it? 

Is "the country I registered it as being from" the one I chose to be my address, or is it the one whose flag is on the Portable ID?  Because in my particular case, they're different...

Which Area Codes would work for me? Area Code 2 apparently doesn't...

Portable ID Flags Aren't always accurate. The PSN ID corresponds to the country you chose when setting it up. So if you chose Canada, you'll have a Canadian account. As far as I'm aware Canada is NTSC region 1 which means it won't work.
