I can confirm that this problem is been looked into and we are hoping to resolve the issue soon.
I have a couple of questions to for you which will aid the process.
1) Is the static noise present even when listening to XMB music / Watching Netflix?
2) Does the static noise occur when not using the microphone?
3) 2) Does the general Voice chat seems worse than before?
4) Aside form the issue where static noise/you can hear yourself when using the mic is there any specific examples where we can tell the voice chat is generally performing worse than before the system update?
Once I have answers to the above from a few of you I can pass them on and hopefully get this issue resolved ASAP.
Cheers,
SFZ

1) No.
2) Static noise is only heard when microphone is enabled, i.e. playing multiplayer games or in Audio Device Settings menu. Muting the microphone from the headset has no effect on the static noise, only disabling microphone from Audio Device Settings makes it go away.
3) No
4) No
Also I would like to make it clear that as it is, I like it.
On my headset the static is quite low and the sound of my own voice isn't loud either. I also don't mind hearing myself as it prevents me from speaking too loud.

Not for everyone, mine is working fine.
Which may explain how this got past the firmware testing.
(But, in my opinion, I doubt Sony even tested for this.).

Mine is working fine also.... infact better than before as now i can hear my own voice while i speak, meaning no more shouting.
The noise i hear ever so slightly is a hiss (which you tend to get with amplified headsets) and is not a static/crackle noise.
I still think all these people with the problem has not set up thier headset properly and have the chat volume control way to high.

We get the noise even when both volume controls are off....
