I am not a Playstation + subscriber, but I'm having the exact same problems. When I try to purchase something, it will say "credit card information invalid"-- which I know thats not true. Its always been the same, and I've been able to purchase content before. Then, if I get far enough, it will look like I might be able to add funds, but then it will say "Error 80023102" and it won't allow me to add money to the wallet. I have tried to add funds on the PSN website, but it still gives me the message of my CC info is invalid.
Just to be sure, I've re-entered my information several times, and called my bank to make sure there was no hold on my card, and that my address was correct for each line. Nothing was wrong with my card, and it wasn't the bank who was withholding funds, it was Playstation Network who was blocking them from being added.
I was hoping this would be something that I could just wait a few days to blow over, but from the looks of it this has been going on for several months now? It's almost JUNE. I'm not going to criticize someone who's doing a job that I have absolutely no knowledge or experience in... but... wow. It's been a while, hasn't it? I hope Playstation can get this fixed sooner rather than later.
