Setting up a self-proclaimed Home Policing Force is bound to result in trouble or bad karma sooner or later.
Given the present *****-poor state of affairs re. reporting - ie: many innocent parties sent warning messages by Sony due to false reports by those who have been reported themselves - I see no reason why this would improve matters.
The Sony Home moderators seem incapable or unwilling to perform proper inspection of reports, or inspection of chatlogs to see who was responsible. They just act like lazy teachers and punish everyone involved, whether guilty or otherwise.
Until Sony prove their moderation is fit-for-purpose (such as including the offending segment of chatlog with warning emails), reporting will always, at best, be a hit and miss affair - mostly miss.

Yes but the US home mods have set it up. This is EU home its up to the mods if they want to set something like this up in the EU or you could possibly be reported for impersonating an official...

Umm no offence but why is this needed. Home users already know how to report people. Plus there is the block and ignore options we don't nee people going around home playing police.
I don't see the point of it. We have people that are employed by Sony for this. We have tools to deal with them ourselves. We don't need home vigilantes added into the mix because they will only cause trouble, now you can say that you wont. But eventually it will happen which is why EU home doesnt have it.
